In a major policy update aimed at aligning with global workforce trends, India is set to amend the Emigration Act of 1983 to promote legal migration and safeguard the interests of Indian citizens working abroad. External Affairs Minister S. Jaishankar made the announcement during the launch of the Global Access to Talent from India (GATI) Foundation.
Jaishankar stressed that the current Emigration Act was designed for a bygone era and must now reflect the complexities and opportunities of today&rsquo;s global labor market. He emphasized the importance of facilitating legal pathways for migration while curbing illegal routes and associated risks.
Highlighting concerns about the "black economy" linked to irregular migration, the minister pointed out that reforms will focus on ensuring national security, societal benefits, and the well-being of Indian talent abroad.
The government is exploring ways to make the emigration process more proactive and opportunity-driven. Key initiatives under consideration include enhanced skill training, vocational education, and professional development programs to better prepare Indian workers for international employment.
With over 34 million Indians and persons of Indian origin living abroad&mdash;half of whom hold Indian citizenship&mdash;the move is seen as a strategic step to strengthen India's global workforce presence, particularly in regions like West Asia and developed economies.
The proposed amendments will include provisions for effective grievance redressal, support mechanisms for vulnerable populations, and safeguards to ensure the rights and welfare of Indian migrants overseas.
